"31 bills passed during the Florida 2005 legislative session take effect. Here are some of them:
House Bill 19: Requires a person whose driver's license has been suspended or revoked because of a driving-under-the-influence conviction to renew his or her license every six months instead of yearly.
House Bill 71: Makes street racing a first-degree misdemeanor for a first offense and makes it a third-degree felony for a second offense that occurs within five years of the first."
