If the Trooper has probable cause to believe that a violation has been committed such as an illegal U-turn, or a reasonable suspicion of criminal activity, such as driving under the influence, the OPO may stop a vehicle.
A driver's efforts to avoid the checkpoint alone are not sufficient to justify the stopping of a vehicle unless other acts are present which support probable cause or reasonable suspicion of criminal activity. However, the Trooper may pursue and stop drivers who fail to stop for a member on the line.
